Hello. I just did some test for figuring out the speed of packages sent from the wiimote ("packages per second") using cwiid. I tried both continus (0x04) mode and normal mode. Had to spin the wiimote on its strap for several minutes in normal mode though to measure this. Very silly :-) Anyway, the results are pretty interesting: I get between 97-100 pps and the total average is 99.2 pps. In both modes I might add.
This leads me to believe that 100 pps is some kind of limit. Is this something imposed by cwiid/bluetooth or is it the wiimote that is throttling the speed?

There's no hard limit in CWiid, and I'm not aware of one in BlueZ or bluetooth in general. I'm guessing that's the maximum packet rate for the wiimote. It's possible that the system is the bottleneck, but I think you would see more variation if that was the case. Try measuring pps while your system is under load.
